Just one irritating neighbor can put a damper on the whole neighborhood. 

You can get used to a lot of things when you live somewhere long enough. When you first move into a neighborhood, you suddenly realize that there's a dude who enjoys revving his car engine at 5 AM. At first, it's the most irritating thing in the world. You wonder why the other neighbors haven't reported the dude. He just sits there and revs for a while, or he'll pop the trunk and blare music while he cleans out the car. (Yes, this is from the author's personal experience!). After a few days of this, you throw your hands up and buy some earplugs… and after a few more months go by, eventually you'll barely notice it at all. He'll just become "that guy." He's just "that guy who revs his car all the time, just ignore him."
